If you downloaded the image in WebP format and want to edit it, you have two ways to do it. You can open it in one of the editors that support this format. Using plugins, you can open files in Adobe Photoshop, GIMP, and Paint.NET. The second option is to convert WebP to a more familiar format (PNG, JPEG) and edit it.
If you decide to convert WebP to another graphic format, you need to choose a new format. JPEG is suitable for use on websites and photo storage. PNG is better if you plan to edit the image. Also, PNG would be a better choice if your image has a transparent background. If you have an animated WebP file, then you need to convert it to a GIF to save the animation.
